Whereas before it was available only to Japanese Black and White owners the downloadable Pikachu C-gear skin is now available globally, with one catch. To get it you need a download code that can only be obtained from a Nintendo sponsored Pokemon event.
Or so was intended. Dawna Wood of SFX 360 and Bulbapedia has revealed the universal code: PikachuCGear
To redeem the code just go to www.pokemon-gl.com and log in. Click on "Promotions" and then select the Pikachu C-Gear skin promotion. Input the code (it is case sensitive) and follow the directions on screen to activate and download your new skin!
